remove it and do "#ELEMENT_CODE#/",
the pages are not accessible either by
https://test.ru/category/element/
or by
https://test. en/category/element.html

Turn off the CNC for a while in the directory settings, reset the cache everywhere to the maximum, including the browser. After that, the desired rule will start working when you turn it on.
