Why can't I add a delivery service for an existing payment system?

In general, I installed CDEK, I'm trying to add the CDEK service to the payment system. When adding a payment system restriction, there are only three points: by price,%, by sites.
There is no "delivery service" item.
I looked at other sites for this item.
Also, if you create a payment system from scratch, then this item is present.
