Here is what the Bitrix TP answered:
From 1C to the site, only images can be uploaded to the detailed picture of the trade offer. Uploading images to the properties of the trade offer reference type, when exchanging with 1C, this option is not currently supported.
As part of the technical support service, we can help you with the standard exchange functionality. Now in the development department there is an application for adding the feature you are interested in to the exchange module so that pictures in the directory are uploaded.
