Bitrix: editing form setup does not save fields and tabs. How to setup?

Hello!
Edition start. Version 16.0.13. After changing the encoding from cp-1251 to utf-8, all the settings for editing the element card were lost. The encoding was changed according to the following steps https://rushstudio.by/info/articles/razrabotchiku/...
The site itself is displayed normally, everything is fine in the admin panel itself. Checking the system gives a positive result. The corresponding checkbox has been removed from all required fields in all IBs. Setting up editing forms does not work for all infoblocks. Resetting the editing form settings does not give any results. The save button itself is active, but when you click it, nothing changes.
Prompt, please, in what there can be a reason.
