Bitrix access to infoblocks and types of infoblocks?

Good day to all! It is necessary to create a user group with the right to edit infoblocks and infoblock types, but I can't find what access level and in which module is responsible for this?!?? Tell me how to set it up?!??
PS And one more thing, why when creating a copy of some user group, if the copy does not even touch anything, the level of rights still changes?!?? That is, for example, with the original group, the user calmly enters the admin panel, from the copy it is no longer there. Why is that?!?? Isn't the point of copying to create a completely identical entity?!??
