Best practices for building a network?
A new building is under construction. What is the best way to design a network, so that the switching nodes would be on each floor, and then converge in the control room, or so that all the cables would go immediately to the control room. What is better in terms of world practices, common sense, etc.

And so and so well, depends on the cable channels more.
The network is not big so there is not much difference.
If the switches are managed and stackable, then in principle it makes no difference. The floors are even better.
Most importantly, put sockets through every meter (or double every two meters) of the wall. Or at least get a cable. "Effective" managers are very fond of doing "and now we are changing!" and drive departments from one office to another. And don't believe the songs that only one economist will sit here. Plant as many people as possible. And put the cable channels immediately as wide as possible. Additional wires will still have to be laid.
