Best GeoIP Solution for Country, State/Province, City?

I know the bases from maxmind.com and ip2location , maybe someone knows better or subtleties of these two?

The topic is quite complicated, even large services sin by incorrect determination of coordinates (the same Google with incredible capabilities sometimes throws me into other cities).
I also solved the issue of both a standalone system with regular updates and an online version. In my practice, it turned out something like this:
1. First, I roll through the ipgeobase.ru database , they are really good in Russia and Ukraine. Not sinless, but much better than the same MaxMind (which contains cities like Ulitsa Leninya, etc.).
2. Further, if the IP is not in the database, then MaxMind. He is not bad abroad.
3. For help, look at ipdip.org (I use their downloads for offline ISP detection) and ipinfodb.com, у них неплохое стабильное API и можно выгрузить базу.

Я использую https://sypexgeo.net/. Бывают ошибки, но в целом работает хорошо.

С частичным определением, когда определяется только страна, но не город, немного хуже. Sypex озадачился для 91 IP, MaxMind аж для 6509! То есть MaxMind не справился с почти четвертью предоставленных адресов…
