Best books/resources for learning C++?

Hello QA!
I want to learn C++. Almost from scratch. Googled quite a lot of resources, but I don't know what is the most optimal - due to the fact that I still have a rather poor understanding of what this language is best suited for.
Wishlist - to write applications for Windows and Linux. I study at the university, non-spontaneous education-computer science, using Delphi I can write a gui-calculator.
Tell me something that will not tell too long how hello-world works and the most initial things that are present in any PL. Although, perhaps, the principles of their work in C-like languages are completely different, and I really need this? Or maybe it was worth starting with C? ..
In general, sketch out some tips. Final Wishlist:tell me about resources that will give me information that will help me write a gui calculator using C++ in some time. Considering that now knowledge about C ++ itself is zero. And then something more complicated.
I also want to know about the necessary related areas - frameworks, tools and everything else, what to look at right away, what not to touch yet.
