(Beginner) Have I chosen the right path for writing a photo application for android?

Hello. My name is Evgeny, I'm 30 years old and I'm a designer... (Noise in the hall - Hi Evgeny!)
I have been working in various areas of design for more than 7 years. From 3D modeling to web design.
Unfortunately, all my activities were in no way related to programming.
Now I have set myself goal number 1:
to create my own photo application for android. (You don't have to look far for an example: instagramm).
Question: What is the shortest route you can recommend to achieve this goal?
I see it like this:

  1. HTML + CSS (Already studied, I can layout pages of medium complexity. I think that to start learning programming, I did the right thing by deciding to study layout.
  2. C or PHP - I want to learn one of these languages ​​in order to rebuild my thinking, so to speak, programmer -)
    C - because I read that it is good for learning as a first language. Easy to learn - I think it would be enough to understand the logic of programming.
    PHP - because I read that the entry threshold is low. +it is in demand now, +I have my own project (I ordered it on the side), and it is written in Yii. Having learned PHP, I could maintain and develop it myself.
  3. Java - Next on the plan is Java. As far as I know, applications and games for Android are written in Java. Or not only on it? Maybe I'm not completely familiar with the current information.

This is how I see the way to write a photo application for android. If you see that it is not correct, please correct me. If you think there is an easier and faster way, I'd love to hear it!
Maybe there are cool constructors, the study of which will take less time, and the result will not be much worse?

1. HTML + CSS is needed for websites. Drops out.
2. C or PHP. Drops out. Yes, you will most likely need a server. C is more needed for programming hardware that requires high performance, and I really don’t like PHP’s syntax. For the server, I recommend Python or Java. The second is better, it will be closer.
3. Java with an Android bias. Definitely. Start right here.
Total. The fastest way is to enroll in android courses and then by yourself. Not on the web, but with a real teacher.

PS the path is not correct from the word at all, if ala de instgram then java & and have an idea about shaders, although if you just copy the instgram filters then this is not necessary, enough java
