Beeline blocked wikia.com "by decision of the authorities"?

Internet Beeline. When I try to open any site hosted on www.wikia.com/ , I get the page "The resource at this IP address is blocked by the decision of the state authorities." At the same time, checking the address here does not show blocking.
Is this some kind of joke? How long have our providers started blocking resources on the Internet?

Strange thing: *.wikia.com sites are almost always open during the day. And in the evenings, with a probability of 95%, a message about blocking falls out, in 4% of cases a part of the page is loaded (bare HTML even without any design styles), and in 1% the page opens with almost all the pictures ... By the way, I wrote to the Beeline TP on November 11. They answered literally within an hour:

Most likely they blocked something sitting on the same IP as what you are trying to open. Blocking by IP is the cheapest and easiest way for providers, so it is used.
Providers started blocking resources a long time ago. Since the appearance of the federal list of (so-called) extremist materials.

We had such a situation a year ago: hosting clients began to complain that their sites were not available. When the debriefing began, it turned out that the sites do not work only for those clients who use the Internet of Beeline and Megafon companies. The Megafon company ignored all our letters and calls, with Beeline it turned out easier, but they managed to pull one thing out of them - “Your servers were blocked by the decision of the court of the Kirov region.” We found this court, officially demanded a court order, because. we turned out to be the injured party, the reaction is zero. Then, through the prosecutor's office of the Kirov region, we managed to find out the reason for the blocking - some of our clients (we have 7 million of them) sold a smoking mixture on their website, and someone very smart, instead of complaining about the website to the hoster, decided to go straight to court, well, in court, without hesitation, blocked our ip and sent copies of the decision to Internet providers, in general, to everyone except us. We no longer had the strength or desire to deal with this, all clients moved to other servers, but the sediment remained with everyone.
