Because of what, Yandex can start issuing an old blocked site in the search?

Now the site has been moved to the 4th new domain. the previous one was blocked again. They put a redirect on it from the old ones.
But then all of a sudden, e appeared in the top of the domain that was made 2nd and has been blocked for a month now.
The provider put their own redirect on the site, i.e. search engines cannot index it, there is no access to it in the webmaster.
What could be causing this and how to resolve it?
We assume that because of this, the new site does not go to the TOP

Because you promoted it to the top and did not link it with the new one in the webmaster
