When you press the power button on the PC, it turns on for a millisecond (you can hear the fan spinning and the sound was), but after that it immediately turns off.
When you press it again (2nd press), it always turns on and through the procedure to run on the restored OS works.
Is the problem in the OS or the PC itself?

There is a theory that instead of turning off your computer, it goes to sleep (during the shutdown process), then when you press the power button, it wakes up and completes the shutdown ...
