Beautiful screen fill?

Very often I see how with the help of some View (usually FAB) they fill either the entire screen or some part of it, after which new views appear there. [ example ].
In the case of filling the entire screen, as I understand it, this is a transition between activities that appeared from the fifth adnroid, but in the first case I don’t even know.
The question is: is there a convenient way to implement such fills and/or transitions? I do not think that in each application they sit and make the whole animation entirely. It's great if for Android 4.0+.

This thing is called Circular reveal animation. Googles easily.
