Is there an Android program that, when the battery reaches a certain temperature, “warms up” / “cools down” it (for example, at 10 degrees Celsius or less - heating: turn on the GPS, 3G, WiFi module)?

SetCPU ( forum.xda-developers.com/showthread.php?t=505419 ) can definitely be configured to set the processor frequency depending on the battery temperature.

Imagine that the phone is next to you, well, why will it once again unnecessarily irradiate you, and the battery discharges faster, and the charge-discharge cycles are limited, it’s better to let the chemical processes slow down in the cold, but save the battery life.

With cooling it is still understandable, but somehow not very cold. Something I doubt that you will be at temperatures below -10 and hold the phone in your hand for a long time, in all other cases you will be saved by the inner pocket of the jacket or anything else, as long as the phone is between the jacket and the body, there is definitely a positive temperature.
By the way, in fact, in the cold, the battery does not sit down at all immediately. I went to nature in the fall, I threw the camera into my backpack. We arrived while we were walking, it was already evening, it was not warm even once, I turned on the camera - it complains that it is discharged. He lay down for a couple of hours under all my sweaters and jacket, then he worked calmly for a week, no demands for food.
