Bareos on the server. Is it worth it?

Good afternoon,
I'm taking my first steps with Bareos.
There is a server on Hetzner and a 100Gb backup server with ftp access, scp
I read the documentation and it says that the Storage daemon needs to be run on the backup server.
Question: Is it possible to use Bareos in a situation where the backup server does not have the ability to use the command line to start the Bareos services and does this mean that everything can be done on one server?
Then it turns out that in the case of server recovery, Bareos will not be of particular use and it is much easier to get by with simpler tools.
I apologize in advance for such questions. There's a little mess in my head with this.

buy a second
backup server, it's just storage with hatzner access where you can put them together
