Banned developer account?

Google banned the developer account. How to be? Is it possible to create a new one and it will not be banned if you upload the same applications to it (with the exception of the objectionable Google, for which it was banned), changing the package name, for example ?!

Contacting tech support is useless. If you start a new account, then you need to keep secrecy so that Google does not spot you (Google bans a person, not just an account). Name, IP addresses, payment card, phone number, computer(!) - everything should be different. Upload old applications only after refactoring and sign with a new key. Some even advise changing the IDE, changing the application resources and making the final build on a different OS.
How to get around: name - come up with, IP address - VPN (or go to "computers", buy a USB modem and a SIM card), card - qiwi will do, phone number - a new SIM card (in no case do not insert it into your phone, it's better buy a new one for this sim card), computer - VirtualBox or reinstall the OS.

Wrote. They refused me. Banned because of the publication of the Tetris game. The rights to it belong to EA.

Doing everything that is described in the first answer is somehow too complicated. I agree that other personal data is needed, another card for payment, you need to redo the application and sign it with a new developer key, but changing a computer (or using a virtual machine), changing a phone, a provider is already too much.
Does anyone have a successful experience of setting up a new account?
