Bank VS BiPrint?

In the city of Pushkino, Absolut Bank suddenly announced a possible "cancellation" of accepting payments with the BiPrint code (allegedly due to the replacement of the software). And he "offered" to switch to a client-bank (we are a legal entity, LLC).
I would like to know.
1) Do they have the right to do this (I myself did not find the requirements for banks to use bi-print) ?!
2) Do other banks (in particular, VTB24, Avangard, etc.) still accept bi-print, or has everyone been transferred to client-bank a long time ago?
