Well, the one who blocks letters on the backscatter is Evil Pinocchio Himself. For even on the service itself it is written that ips.backscatterer.org is not a blacklist of spammers, and you need to use it in a special way.
The reason for the backscatter from your server is most often that it has relay of some domains configured on it, and at the same time the server does not check the existence of mailboxes on these domains in advance, during the SMTP session. Those. accepts letters for forwarding to non-existent mailboxes, then fails to deliver them, then hits the sender's address (forged by an attacker).
