Bachelor of Project Manager and Master of IT. Is immigration possible?

At the moment I am a 2nd year student of management, further specialization - project manager. Is it possible to immigrate to the countries of Europe or North America if you find a job in the field of IT (java / c) on the 3rd year, and then go to the IT master's program (also working in parallel)? It’s just that at the moment there is an option to transfer to Innopolis (Kazan), but it scares me that it will be necessary to close 4 semesters. and if you fly out, you will have to return the amount of training.

An immigrant with only education is not interesting to the employer. Always and everywhere enough of their own. We need a professional who has implemented projects with skills. And a middle-class student who has worked for 2-3 years is unlikely to interest anyone.
