AutoPrefixer in SublimeText 2 not working

Hello.
There is win7*64, ST2 and Autoprefixer (node.js installed).
I run it and the message appears:
Autoprefixer
'ascii' codec can't decode byte 0xd1 in position 0: ordinal not in range(128)
How to overcome this error so that AutoPrefixer will work?

I had similar problems not with Autoprefixer, but with other plugins for Sublime. The problem was that the username was written in Cyrillic and the system path to the plugins looked like
This is one of the problems (chips, as anyone) of Python, on which plugins work.
