Automation of messages in VK via API?

Is it possible through Api to make it so that when I run the script it sends certain messages to one person?

It is possible, but in order for you to be able to send and read messages from the user (your own), you must ask Tech. support so that they allow your token to have access to the "messages" section. And for this, they will need to tell them about your application, goals, audience, etc. Without this, you will not be able to perform any actions with messages.
I waited about 2 weeks for a decision, and I did not get permission the first time.
