Automatic rate limiting for LAN clients?

Good day!
There is a task on the ubuntu server (aka the network gateway), to automatically cut the speed to clients, for example, if the client is 1, the entire channel is divided by 50% if it is 2 (preferably with the priority setting (1 group is divided equally, 2 is allocated only 5% of the total channel)).
Can you tell me how this can be done?

As a rule, such things are done through subnets. Those. priority clients are given one vlan, less priority - another. And then qos is configured (for example, here is a good old article). There are several ways to fulfill your wishes.
