Auto-connect ike2 interface during system boot?

Windows Server 2019 Std.
Manual connection (rasdial "ike-interface-name") rises, works, everything is ok with that.
How to run it at system startup without having to log in as a user?
Creating a bat with rasdial "ike-interface-name" and creating a key for it in the registry:
"\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run" leads to the fact that you still need to log in to start the batch file.

Try to create a task in the task scheduler, as a trigger - at startup, postponing for 10-20 seconds.
As a user - the system, or a user with admin rights, checking the box "execute regardless of user registration"
