There was an experience of choosing such web APIs and Engines. If you want quality - forget about free ones. You will also have to suffer with them, especially when compiling if it concerns the engine. The paid ones work really well. And just think logically who will provide free access to a fairly resource-intensive API. The only good free API is the chrome implementation of the WebSpeech API, but as you know, it is limited in use.
