As a result, can a freelancer legally receive money through Paypal / Payoneer?

Yes, the topic is ancient and has been raised more than once, but each time it turned out that the only legal way to receive payment from abroad and be clean before the tax is a direct transfer to a current account.
Has something changed? Or am I fundamentally wrong? Now I have the following scheme:
1) I send an invoice,
2) I request the amount through Payoneer,
3) I receive dollars on Payoneer,
4) I withdraw to a Russian bank card.
If a stick with a pioneer is still a dark horse - in general it will be expensive for people with bucks to wire-transfer to an account in Russia, does anyone know?

Through the pioneer, you are tormented with currency control. Preferably immediately to a bank or electronic money that is registered in Russia and makes currency control.

I also encountered problems with receiving money, many people use Payoneer to bypass taxes, so they try to follow it more and it is more difficult to withdraw the currency officially
