ARM development board manufacturing issues

Hello dear community.

I got into a difficult situation.
I study at the university in the city of Odessa. The teacher insistently asked to solder the board-stand for laboratory work on programming ARMs.
They suggested doing it according to a ready-made scheme, downloaded, as I suspect, from the Internet.

This is where the fail caught up with me.
The circuit needs smd resistors, capacitors, and 1206 series LEDs.
I thought I could find what I was looking for at the local radio market, but was severely disappointed to find nothing there but bush mobile phones.

Hence my request to you:
- tell me where in the city of Odessa you can buy the desired radio parts;
- or tell me an online store where I can buy them by the piece;
- or, if possible, I am ready to buy parts from the stocks of
representatives of the habro community;
- or tell me where you can find a diagram of a simple debug board implemented on a more accessible element base;

Thanks in advance.

PS.
The latter would be best, since the design proposed to us is too complicated to maintain IMHO.
