There is also such a thing as Pingendo . The site has an online version and a desktop application . It's strange that it's only for Bootstrap 4, but it's free while it's in beta. If you need an application for the 3rd Bootstrap, I can look for it and drop it somewhere.

The thing is interesting, BUT! I would recommend, first, to read the documentation , then watch the videos , and then practice, otherwise there is a high probability of "making dirt". You can find an alternative license on the Internet - it works fine (I checked it on three machines, different configurations). I was especially pleased with the loading of pictures by drag'n'drop, however, 5 jpegs ~4000x4000px in size and the studio "lay down", the save file refused to open. (that's why, large cliparts had to be inserted by hand, after exporting the design)
The layout speed increases by 2 times, at least. As in any constructor, most things can be done by clicking on buttons, drop-down lists, checkboxes, etc., but to achieve quality, you have to get into the code.
Suitable for novice web developers.

hmm, I’ve been doing web programming for the 5th year and I’m hearing about it for the first time, 1st I see the thing will be useful, 2nd thanks for opening my eyes, 3rd I think that it will be more convenient for a beginner to know the program interface than what class what does in bootstrap. So I advise!
