This is due to the element of Internet Explorer that checks local certificates and now began to return a value that the old versions of the platform did not expect to see and therefore crash.
Bypass:
1. Set the date of the computer to yesterday.
2. Open the program - Administration - performance uncheck:
Show start page
Automatically update the task list
Show 1C news
Close the program.
Return the date on the computer. Reopen
