Are wordpress sites covered by the 242 Data Protection Act?

We thought about moving to a foreign hosting and a question arose. Most of our wordpress sites have contact forms that work through the php mail() function and are processed by the server. However, the data from these forms is not contained in the database, as far as I know, until the appropriate plugins (for example, flamingo) are installed. All data is stored only on Yandex mail, where applications come.
Do our sites fall under law 242, and under what conditions will they fall under it. Did I understand everything correctly?

Kill it.
It is pointless to prove that you are not a camel, because either you are Elusive Joe or hell, prove at least something to the justice of the peace of the Ulyulyui Court of the Takhtamysh district.
No, if everything is as you write, they do not fall. To emphasize this - just write in the same form in small words "we do not store your data in any form." There is the same small share of slyness in this, but don't care?

Read the law on personal data first. There are 4 types. Decide what data you store. If impersonal, then do not care at all.
