Are Windows Server CALs per user concurrent connections?

Microsoft writes: To calculate the required number of User CALs, you need to count the number of people who connect to the servers.

Let's say 5 people connect to the server, and the next day - another 5, both those and those - each under their own user from their own computer.

How many User Cal do you need - 5 or 10?

The licenses are not competitive. If 10 users, then 10 User CAL.

If the licensing is "per user", then each user must be provided with a license and it doesn't matter if everyone connects at the same time or one by one. Therefore, the "per device" option is still used more often - per device. The exception is cases when there are significantly fewer users than licensed devices, for example, an office where each employee has several computers (work, home, laptop...).
