Are @-webkit-keyframes up to date?

I noticed that chrome in the debugger does not accept -webkit tags using a common keyframe, if there is one, but I still see the declaration of both rules in someone else's code, is this true?

so it seems to be written for Safari 4.0 - 8.0

Look here caniuse.com/#search=keyframes. Partial support (click show all) usually means that there is support, but behind the vendor prefix.
