Are these weak parameters of the laptop? Mint xfce not pulling?

Lenovo laptop with the following parameters:
Lenovo G505-20240 RAM
- 6GB
AMD e-1-2100
AMD Radeon hd 8210

Freshly installed Linux Mint xfce behaves strangely. The system itself seems to work well, the file manager and other programs open quickly, but the browser and pages take a very long time to load, there is a feeling that there are problems with the Internet, but everything is fine with it. The video on YouTube barely pulls in 360p and then the picture stutters and freezes.

Is this a very weak laptop or just Linux compatibility issues?

Yes. It's really trash. Despite the release in the region of 2013, in fact, this percentage was out of date by five to ten years at the time of release. It's slow, no... it's damn slow, it's not even 15 years old (yes the pentium 4 is actually faster). No amount of RAM and ssd will help him. There was an amd c-50 close in performance - it didn’t even pull the word.

cinebench 2003:
pentium III 1.6: 182 cb
amd e1-2100 1.4 : 252cb (and ts generally only have 1GHz)

Changed Hdd to ssd?
modern browsers are actually like an operating system, monstrous and heavy, the first launch can easily require hundreds of megabytes to be read from the disk, and random reading of hdd is at most 10mb / s

may be problems with video drivers, the browser is trying to work with the accelerator, and is there some kind of glitch with the driver?

ps advice to the author of the question - upload videos using youtube-dl or appropriate browser plugins , and watch with an mpv player, I did this on eeepc900 (I set up hot buttons to launch my script, which took a link from the buffer and started viewing)

On Linux, graphics performance on a desktop is worse than on Windows and is highly dependent on graphics card drivers.
Check if there is a proprietary video driver, most likely there is a free one. Install from the manufacturer.
The laptop is normal in terms of characteristics, it will also pull KDE. HDD is quite normal.
