Somehow I started to learn C #, then I scored and demolished VS, it seems that I removed everything superfluous, but there are components that remain on the screen, they belong to visual studio and can they be deleted? Or are they systemic like visual C++ or net framework and does it make sense to leave them?

Can be deleted. In general, everything that is in "Programs and Features" can be deleted, it will not affect the operation of the OS in any way (note those are OS, not left-handed programs), because with a clean installation there is nothing there.
