Why does the installation of Visual Studio start over every time?

Hello. I started learning programming, namely the C# language. Downloaded and installed Visual Studio Community. There is only one problem here.
Every time I click on the shortcut and open VS, Installer opens there. Like this: Is it supposed to be like this? Or am I doing something wrong?
When I click continue, the following window appears:
And then this:

I click on the start button, only then it opens completely.
And so every time I try to open VS. Installer will always open like this or shouldn't it?
Maybe I'm doing something wrong?

There are two shortcuts in the start menu:
- Visual Studio Installer
- Visual Studio 2019
Run the second shortcut.
