Are there WYSIWYG js GUI builders in nature?

I found only Sencha Architect for extjs- But that's just the prices for it are cosmic.
After all, there are tons of such designers for simple Desktop programs. But for the web 0.
It's just tired of writing tons of code for each button, form or control.
I would appreciate any links.

www.tinymce.com this thing is customizable. And new features are easily added. Documentation is ok
