Actually the question is in the title - are there Wordpress themes without a header.php file? Well, except for the children, of course.

Quite a strange question... I'll note that even child themes include header.php of the parent theme.
In any case, the header must be connected to the VI, be it in the header.php template or in the page.php single.php page template, etc.
Why such a task?
