Are there websites that give recommendations on the development of a startup?

Hello,
I created a startup, but I don’t know how to increase the number of clients. Are there websites that give recommendations on the development of a startup?
I contacted several firms to set up advertising in Yandex, Google and VKontakte, but the best result is 900 rubles of the advertising budget for one brought client. But then I go negative. On 80 sites (bulletin boards and forums) I posted ads about the product, but there are no calls, and there are about 10 visits to the site per month.
Perhaps I have been developing this project for too long and do not see any obvious development options. Site https://animalcommunity.ru/

I looked at a startup, here are my thoughts, I share:
1. you have done only half of the work - a website (litters do not count), you have not thought through distribution (sales channels), so you have questions - where to get customers from. Work out the channels: to whom to sell exactly your product, where these people live, what they read, what they live with, what marketing offer to go to them.
2. I looked for bedding in Yandex - there are a lot of them on the first page, and they are two times cheaper than yours. The question immediately arose - how are you going to compete with Ozon.ru, Beethoven and other market leaders of similar products? From the point of view of the layman - you do not exist and he knows where to buy cheaper - this is very bad for a startup.
3. due to the presence of a large number of similar offers, you ALWAYS need to stand out with something, find your niche. Tell yourself (only honestly) 3 key differences between your bedding and analogues. If they do not exist, you need to invent (implement) them, if there are, then write about them on the site so noticeably that it immediately becomes clear. Otherwise, your product is the same as everywhere else, so it should lie there (where and everywhere - on the shelves in stores). Why did you suddenly decide that buyers will search for your product a) on the Internet, b) on your website? Here it’s a fool for a ride, now it’s not the 90s.
From my perspective, you currently have no competitive product and no marketing proposition to invest in.
Investing in social responsibility in the Russian Federation is somehow naive, although I know that there are such people.
If this is your target audience, then you need to work with it and put pressure on this particular corn. For example, you buy a rug for a dog - we give the same one to Jack in a shelter there. Showing dogs from a shelter to knock out a tear - this is how money is knocked out for expensive treatment of children (learn from them). Work with shelters and with a social audience, and not with the "commonplace" on the Internet.
Correct these errors, come back, we will continue.

1/ finalize the site itself
2/ pay more attention to working with zoo portals, etc.

It is best to contact business incubators, technology parks (devices), startup accelerators (programs and devices) - these are specialized organizations for training startups. For example , Business Incubator The future is with us
