Are there VPN services that ignore law enforcement requests?

The question is in the title of the topic, I am interested in such information, because I remember 1 person once told me that there are such services that deal with illegal content on the Internet. And is it really possible, for example, if you rent a server, make a similar VPN yourself? provided that the owners, when asked by law enforcement officers, will ignore their request? In general, the question is, are there server tenants or VPN services that ignore all requests for who uses their services from law enforcement officers?

A chain of proxy VPNs in various countries such as Colombia, Jamaica, Zimbabwe + entering and exiting the chain through a proxy Trojan on an infected Chinese PC (router, webcam or even phone) will give some confidence in anonymity.

Rent a vps in a neutral country and raise your own vpn because it will be easier this way.
