Are there services for sending files by e-mail?

There is a task: to regularly send out an excel file with a price list to a group of subscribers (150-200 addresses). I tried mailChimp, but it is only possible to specify a link to the file there. Is there a service (namely a service, not a desktop program) that allows you to solve this problem without crutches?
The ideal case for me:
1) download the list of subscribers;
2) create a letter by picking up the file and specifying the list of subscribers.

1. ANY console mail client (in Linux just built-in mail, mailx, sendmail), in windows - zerat, thebat, powershell
2. A script in any programming language that generates a letter and takes a list of subscribers.
to hang up on service of the schedule.
Actually, this is not a crutch, but the correct way is to write a script.
PS Or maybe you, on the other hand, need to tinker, for example, post a price list on the site, and who needs to download it regularly. Or make a setting on the mail server so that a response with a price list is sent to a request for a letter?
