Are there services for creating a personal knowledge base about the subject area?

Let's say you got a job or got a project in a new subject area. I would like to have a service in which you can structure new knowledge. For example, in the form of a dictionary of subject area terms. In addition to just defining the term, you want to record the actual implementation or use in the software system being developed or maintained. Of course, you can write everything into a Word file, but I want more interactivity.

Desirable requirements: search in the entire database, filters, tags, cloud service, applications for PC (windows, linux), android, synchronization.

I found TiddlyWiki but there is a service to deploy over the service itself.
Compendium looks outdated.

I use TiddlyWiki in combination with Dropbox (any other cloud sync will do).
