Are there services for connecting an external IP?

People, hello everyone.
Tell me with advice, the question arose whether it is possible to get an external IP address and raise a small site on it via a 4G tele2 modem, for earlier I will make a reservation that the provider does not have the opportunity to connect it for money, perhaps there are services that allocate external ip and through no-ip are tied to domain?

No problem.
We buy VPS, set up VPN, routing, and all access is organized.
Two points -
1) Buy hosting is clearly cheaper than this garden to fence.
2) The speed will be very slow.
If you still need to organize hosting at home - ensure a normal connection, only with a wire, and with a white IP from the provider. Otherwise it will not be viable.

On the IP address of the server is not raised. WEB servers are raised on WEB hosting / VPS servers / home computers. Explain what do you need?
If you are looking for free WEB hosting - there are plenty of them, they all already have their own IP addresses. Nothing more or less serious will not work with them.
Paid WEB hosting and VPS is a normal topic. Again, they already have their own IP addresses, no need to buy separately.
If you want to raise a WEB server on your home PC, then there are options. But first, what kind of internet do you have? - 4G? Everything is possible, but given the quality of communication, this will be another crap. At the expense of the outsider, there are two options: either you are sitting behind NAT, and then there is no way to get through to you from the outside. Either you have an external IP, possibly dynamic, and then the DynDNS service will help you. In any case, your ISP may be blocking external connections to your ports 80 and 443. You can of course use a VPN with a white IP address without NAT, but this will seriously affect speed, ping, etc. Well, it will cost more than WEB hosting.
Better not fool yourself, pay 100 r/month and use normal hosting!
