Are there ready-made solutions for rendering HTML in a desktop application?

There is WPF, WF, they all use xml to describe the interface. Is there something similar, but not with xml, but with html?

Of course - the browser is called. WPF has a WebView. There are also all sorts of NWJS and Electron.
