We need a video chat, but the share of browsers with webrtc is not very large.

fallbacks are either plug-ins or Flash
From open-source implementations of plug-ins I know webrtc4all
Open-source Flash-WebRTC implementations are not known to me.
Of the paid ones, WCS4 can distribute a Flash stream via WebRTC and vice versa, but it costs money.
