Preferably free.

Ну вы сами понимаете что за гибкость и универсальность плагина придется заплатить..
Есть конешно плагины которые считают по весу, и отдельно по расстоянию
Нормальный из бесплатного WooCommerce Weight Based Shipping
Хорошее из платных плагинов WooCommerce Advanced Shipping
