Are there options for managing the SIP client over the network?

There was a need to organize a call to customers with the initiation of a call from 1c 7.7, and even spinning on the terminal server. I really don’t want to drag SIP, which means forwarding sound from clients to the server, so I really want to leave 1s in the terminal and run some SIPphone on client sites and then somehow (actually how ???) send it the command "call <number>" that's just popular sip clients did not find the ability to manage them, or perhaps out of ignorance I was looking for the wrong thing.
In general, is such a scheme realizable on the side of the sip client? Maybe someone will be able to tell SIPofon where there is some option to control it over the network?

Typically, this task is implemented on the side of the SIP server. For example, in Asterisk you can do it through call-files or the Originate command in AMI. The server itself will call the employee, and when he picks up the phone, the server will start calling the client.
