Is it enough to download the sources and compile version 13 already?

Yes, in general, everything is like this - make a backup copy of the configuration and the contents of /var/lib/asterisk (it will be stung during cleaning), delete, clean out the old Asterisk, install a new one, deploy backups and check that all old configs still work. It's a good idea to review the version differences to be aware of which configuration settings have been changed.
