Are there open source artificial intelligence engines?

We saw chats with artificial intelligence (bot) on the Internet almost 10 years ago...
Tell me, are there any good modern and developing open-source AI builds applicable for chat bots?
And I'm also especially interested in whether there are (again open source) solutions for speech recognition / generation (to make a voice chat bot)? ..

What is a "good" chatbot? A primitive one can be written in 30 minutes, even if it is "pumped" for 100,500 million, it will still remain as stupid as the one that was written in 30 minutes, only "a little" smarter.
Provide the criteria for "good" and it will be possible to think.
Regarding the voice bot, any voice engines are easily attached with blue electrical tape. The problem is what exactly to say, and here we need real AI, which is not and is not yet foreseen.
Regarding "goodness" - IBM's supercomputer is very "good", but its bot is just as stupid as everyone else.
