Are there modded multiplayer games that allow mods to be downloaded directly from the host?
That is, without (auto)subscription and any self-configuration for server (host) guests.
Modifications, in turn, may not be published anywhere at all.
I just don't understand why they don't do it. It would be convenient, at least as an option (i.e. a custom feature). Are there any legal restrictions? Or are there other reasons?

Look at Warcraft for example. That's exactly what happens there. Why didn't they do this before? Because it wastes a lot of internet. Why don't they do it now? Because it can't be broken into many small skins, dls, etc., and then sold.
What do you mean not published at all? At least on a host they are published.
At the gazebo, several games (skurim remastered, doom) have an internal mod store, if that's what you're talking about. Doom is quite a network shooter - there the levels for the network game are downloaded from the store inside the game.
