Are there group policies for a user group in Windows 7 Enterprise?

I create group policy through the mmc console. Add or remove a snap. I select - the editor of objects of group policy. The choice of whom to attribute this policy to is only specific users, administrators, non-administrators.
Is it possible in Windows 7 corporate to create a group in advance, throw users into it. And to create policy for group of users? So that in the future, this policy is applied to those users who are members of the group.
Or does it require a server Windows? Raise Active Directory and more. But this is not the way out.
Upd1: The initial goal is to create a group of remote users on win 7 corporate. And let them through RDP under their accounts under group rights. Launching simultaneous remote sessions on win corporate is provided using the RDP patch.
Upd2: If you can't do without a server. Is it possible to copy group policies applied to a user, for example, Vasya, to the user Ivan? In order not to prescribe policies for a newly created user manually each time.

Requirements for using Group Policy:
1. The network must be based on Active Directory Domain Services.
2. The computers that you want to manage must be joined to a domain, and the users that you want to manage must use domain credentials to log on to their computers.
3. You need permission to change group policy in the domain.
