Are there graphical interfaces for creating neural networks?

I don't understand something basic.
Neural networks purely studied, algorithms, for the sake of interest. I know the principles, a couple of types. But in general I have no idea where to apply them (in the sense in which program), why are there no neural network programs? Here is a photo where to drive it in, if I don’t google it, so there are bicycles and codes in python, do you need to learn Python? Where are the programs. What was the teach button.
The task is to identify the object in the photo, get the output file with a change in its coordinates. Build a graph of its movement (but you can already write it yourself).

They do not exist, because there is no normal demand among those who would be willing to pay for this.
Because the tasks for training neural networks are slightly different for everyone - you would either have to make a super generalized interface, or with the ability to configure anything in it, but this is difficult.
All Real Data Scientists use jupyter and similar tools (just about a super customizable GUI that is unique for each project)
Although there are programs that can visualize the insides of a ready-made neural network for you - google "visualize onnx"
